Expertise France works on the issue of employment and vocational training in Burkina Faso with large-scale projects financed by the European Union, the French Development Agency and the Crisis and Support Unit.
This recruitment is carried out within the framework of employment support programs and in particular:
– Launch and implementation of the OKD-Employment project (EU). This project under development
– Supervision of the Financial Inclusion Project (CDCS)
– Any other employment project managed by the CHDS department
In this context, Expertise France hires Program Managers to ensure the overall management and consistency of projects, supervise Expertise France’s operations in the field and supervise the “occupational” staff based in Ouagadougou.
Job description :

Under the supervision of the Head of Education, Vocational Training and Employment (EFPE) at Headquarters, the Program Manager, based in Ouagadougou, will be responsible for the overall coordination of employment projects in Burkina Faso, and in particular for :
Coordination and Representation :
- Represent projects vis-à-vis national authorities and donors and liaise with stakeholders at central level (in particular the Ministry responsible for Vocational Training and Entrepreneurship);
- Ensure good consultation with the local authorities of the regions concerned;
- Ensure regular liaison with the European Union Delegation in Ouagadougou, the local AFD agency and the French Embassy
- Participate in coordination with the other Member States and the actors of the area, and in particular the DUE partners involved in the OKD axis.
- Coordinate relations with the various technical and financial partners on issues related to the program (participation in TFP coordination meetings)
Implementation of operations
Guarantee the correct implementation of the objectives both in terms of quality and quantity of the projects, in compliance with the contractual obligations between Expertise France and the various donors and with a view to the correct use of funds.
The program manager will be responsible for:
- Ensure the planning of the activities of the various projects in accordance with the action documents and budgets assigned in relation to the headquarters
- Ensure the implementation of operations in accordance with the commitments of Expertise France towards its donors
- Ensure consistency of the different projects/programs implemented by EF and organize regular exchanges between the different projects
- Animate capacity building of local teams
- Run donor reports in consultation with local teams and HQ
- Oversee the development and implementation of program communication plans
- Ensure the implementation of the gender approach in the implementation of activities
- Ensure a conflict-sensitive approach in the implementation of activities
- Ensure regular and frequent feedback to Expertise France headquarters
- Participate, at the request of the headquarters, in carrying out the Expertise France exercises
Capitalization – Valuation:
- Participate in the design and oversight of project monitoring and evaluation systems, ensure proper implementation of these systems, and ensure data communication to donors and FE Headquarters
- Supervise all cross-cutting studies carried out within the projects: evaluations, impact studies and miscellaneous studies in liaison with headquarters
- Capitalize on the results of the project, and in particular draw up summaries and/or technical notes on various issues (technical or transversal) in connection with the EF office
Financial and administrative management:
- Ensure the correct application of the procedures and directives issued by the Expertise France headquarters
- Oversee grant and procurement award processes, in cooperation with EF Headquarters
- Validate the financial commitments of the various projects (according to the rules of the commitment thresholds)
- Supervise the administrative and finance team in the procedural and financial management of the projects RAF related contracts
- Consolidate budget forecasts, complete and communicate management tools in liaison with headquarters
Local team supervision:
- Provide hierarchical oversight of all Burkina-based employment program teams
- Recruit personnel in Burkina Faso and ensure their supervision;
- Supervise the installation and logistical management of the teams in coordination with the other project/program managers of the other Expertise France departments present in the country
- Conveying information and ensuring its ownership, especially by conducting team meetings
- Follow the activity, organize the presences and absences of the local team
- Ensure effective liaison and information with the security contact person and Sahel HQ
Identification of opportunities
Identify projects in your field where EF could position itself and organize partnerships to be established in close consultation with the EFPE cluster
Experiences / Training
Qualifications:
- Required master’s degree (Bac+5) in economics, humanities or social sciences. A masters in development is an asset.
Technical skills :
- Ability to lead and lead a dialogue with public and private (civil society) partners at central and local level
- Excellent knowledge of labor issues, professional integration and training in sub-Saharan Africa
- Excellent command of the gender approach in development projects
- Mastery of conflict-sensitive, “do no harm” approaches
- Ability to build, maintain, coordinate and animate networks
- Ability to produce a diagnosis, design and propose solutions adapted to potential difficulties and context
- Excellent ability to develop and implement project management tools
- Strong ability to work and autonomy, flexibility and organization, responsiveness.
- Excellent knowledge of office tools.
- Excellent French writing skills.
- Good knowledge of the functioning of civil society organizations in sub-Saharan Africa
- Ability to supervise and lead a team of around 20 people (technical, logistic, administrative and financial)
- Ability to identify and develop the skills of its employees
Experiences:
- Required professional experience of at least 10 years with a confirmed level of responsibility and management
- At least 5 years’ experience in the field of access to employment, entrepreneurship and/or vocational training
- Experience in managing projects funded by international donors preferably EU
- Experience managing grant contracts with local partners is desirable
- Consortium management/facilitation experience is a plus
salary
CDD 1 year renewable for the entire duration of the project
